Retrospective on the conference on socio-ecological transformations in Africa, organised by the Moroccan office of Heinrich Böll foundation, took place between the 7th and the 9th of November 2017 in Rabat. Around 60 participants from different countries (Tunisia, South Africa, Kenya, Nigeria, Senegal, Morocco, and Germany) and various backgrounds (local politicians, researchers, artists, representatives of civil society and members of the various African Böll offices) met over three days. The goal of this conference was twofold: first, it was the occasion for the participants to discuss the issues linked to socio-ecological transformations within various African countries while considering the gender perspectives. Second, the conference strived to bring together various actors working on similar topics within an African network. For that purposes, each day of the conference had a specific methodological focus.

Varieties of transformations in Africa

During the first day, various projects realised for the conference (4 studies on socio-ecological transformations in Morocco, Tunisia and South Africa, three artistic projects (a photo exhibition and two video documentaries) as well as the activity of the various African Böll offices (South Africa, Tunisia, Nigeria, Senegal, Morocco) were presented and discussed. This first day was the occasion for the participants to get know each other and to discover the variety of works developed for the conference and beyond. They also got an overview of the complexity and variety of dimensions linked to socio-ecological transformations. 

Creation of cluster thematic

During the second day, five groups were formed in order to discuss five topics linked to socio-ecological transformation. The five topics – waste management, urban development, agriculture, natural resources, energy – were previously discussed among other topics and eventually selected by the participants themselves. The themes were discussed within three sessions of world cafes. The first round was dedicated to problem identification, the second to the definition of an ideal vision and the third to concrete solutions to approaching this vision. Two inputs conferences accompanied these various discussions. The first one introduced the theoretical framework as well as the practical role of grassroots innovations in socio-ecological transformations. The second one focused on the importance of gender and feminist approaches in debates on socio-ecological change.

Definition of follow-up projects

Reflecting on the discussions of the different groups, the last day was dedicated to the preparation of concrete projects on socio-ecological transformations within the five working groups. The groups included participants from a variety of countries and professions, who were eager to work on common projects. In a first session, the groups were asked to define a concrete project as well as activities. In a second step, the groups had to refine their project, develop a work division and a communication strategy within the group and present a concrete working plan for the following year. These projects all have in common to bring together various African countries, to take the gender perspective into account and to integrate an artistic approach.

Rétrospective sur la conférence sur le thème des transformations socio-écologiques en Afrique organisée par le bureau marocain de la fondation Heinrich Böll qui s’est tenue à Rabat du 07 au 09 Novembre 2017. Pendant trois jours, elle a réuni une soixantaine de participant(e)s de différents pays (Tunisie, Afrique du Sud, Kenya, Nigéria, Sénégal, Maroc, Allemagne) et d’horizons variés (élu(e)s locaux, chercheuses et chercheurs, artistes, représentants de la société civile et membres des bureaux de la fondation Böll en provenance des différents pays d’Afrique). La conférence avait non seulement pour but de discuter des enjeux liés aux transformations socio-écologiques au sein de différents pays africains, en s’attachant notamment à prendre en compte l’aspect genre de ces transformations, mais également de fédérer au sein d’un réseau africain les différents acteurs travaillant sur ces thématiques. Pour cela, les trois journées de conférence se sont articulées de manière bien distincte sur le plan méthodologique.---

Variété des transformations en Afrique

Lors de la première journée, différents projets réalisés à l’occasion de la conférence (quatre études sur les transformations socio-écologiques au Maroc en Tunisie et en Afrique du Sud et trois projets artistiques (une exposition photographique et deux documentaires vidéo) ainsi que l’activité des différents bureaux de la fondation Böll présents en Afrique (Afrique du Sud, Tunisie, Nigéria, Sénégal, Maroc) ont été présentés et discutés. Cette première journée fut l’occasion non seulement de découvrir les différents acteurs et leurs travaux respectifs mais également d’offrir aux participants un premier aperçu de la complexité et diversité des enjeux liés aux transformations socio-écologiques.

Création de cluster thématique

Lors de la seconde journée, cinq groupes de discussions se sont formés autour de cinq thèmes liés aux transformations socio-écologiques sélectionnés la veille par les participants : gestion des déchets, développement urbain, agriculture, ressources naturelles et énergie. Ces thèmes ont été discutés dans le cadre de trois sessions de world cafés, la première portant sur l’identification des problèmes, la seconde sur la définition d’une vision idéale et la troisième sur l’élaboration de solutions concrètes afin d’approcher cette vision. Ces différentes discussions ont été accompagnées par deux conférences, la première introduisant de manière théorique et pratique le rôle des innovations citoyennes dans le processus de transformation socio-écologique, la seconde se consacrant à l’importance des approches genre et féministe dans les débats sur les transformations socio-écologiques.

Définition de projet à réaliser dans les années à venir

En s’appuyant sur les discussions des différents groups, la dernière journée fut dédiée à la création de projets concrets sur les transformations socio-écologiques autour de cinq groupes de travail formés sur la base des thèmes discutés la veille. Ces groupes rassemblent des participants de pays et professions variés ayant l’envie de travailler sur un projet commun. Dans une première session, les différents groupes ont dû définir un projet et des activités concrètes. Dans un second temps, ils ont affiné leur projet, élaboré une division du travail et une communication interne au sein du groupe et ont également présenté un plan de travail concret pour l’année à venir. Ces projets ont tous en commun de réunir plusieurs pays africains, de prendre en compte la perspective genre et d’intégrer une perspective artistique.
